I am trying to explore a big dataset (iNaturalist) but I don’t want to download the 19GB file, is there a way to create a sample dataset with a given number of occurrences?

You can just apply filters to get a subset of the dataset only—use e.g.,
to get occurrences in Mexico in 2021 only. That should give you a download of just 122 MB. Of course you can apply even more filters, if you want even fewer records.
