Georeferencing distance only

Hi,

I have a question about georeferencing with a given distance outside of a feature. when creating the uncertainty circle. are you measuring the distance/radius from the corrected center or are you measuring the distance/radius from the feature boundary outward from that boundary? Hoping this makes sense.
